Родился в 1978 г. в городе Усть-Каменогорске. В 1995 году с отличием окончил среднюю школу им. Д. М. Карбышева в Восточно-Казахстансокй области, в 2000 году – окончил факультет автоматики и электромеханики Томского политехнического университета (специальность «Электропривод и автоматика промышленных установок и технологических комплексов», диплом с отличием).
Работает в Томском политехническом университете с момента его окончания:


• январь 2000 г. – май 2000 г. — техник кафедры электропривода и автоматизации промышленных установок;  
2000 - graduated with honors from the Faculty of Automation and Electromechanics of Tomsk Polytechnic University;


• июль 2000 г. – декабрь 2002 г. — ассистент кафедры электропривода и автоматизации промышленных установок (аспирант ТПУ);  
2001 - graduated with honors from Tomsk Polytechnic University with a degree in Economics and Company Management (second higher education);

С 2000 г. по 2003 г. обучался в аспирантуре ТПУ по специальности 05.09.01 «Электромеханика и электрические аппараты» под научным руководством профессоров [[Бекишев Рудольф Фридрихович|Р. Ф. Бекишева]] и [[Качин Сергей Ильич|С. И. Качина]]. 26 декабря 2003 г. защитил кандидатскую диссертацию «Программно-аппаратные средства оценки коммутационной напряженности коллекторных электрических машин» в ТПУ. В 2008 году Ю. С. Боровикову было присвоено ученое звание доцента. 19 июня 2014 года защитил докторскую диссертацию «Мультипроцессорная моделирующая система реального времени электроэнергетических систем с активно-адаптивными сетями» (научный консультант профессор Гусев А.С.), а в 2015 году присвоено ученое звание профессора. Подготовил четырех кандидатов технических наук (2008, 2010 и 2013 гг.).
